 Reviewer has disqualified this reference as o relevance as prior art where as if we forget about terms/standard and focus purely on art of technology, this paper describes every claim in the patent:

I would like to know reviewer's view point as to whether two same arts described in entirely different language ( language of patent with updated standards vs academics )  can be ground for disqualification. If that is so, it must be written as rules/guidelines of the contest.
